Aims to cap emissions from the commercial sector
Affects all commercial organisations with energy bills greater than £500K per annum or
6,000 MWh electricity consumption per annum.
The government will be producing a league table.
Mandatory Cap & Trade Scheme
20,000 Organisations affected as of April 2010.
Penalties for non compliance
Purchase carbon certificates for each tonne of carbon generated
Purchase of certificates to capped in 2011.
Next Phase are to be traded on the open market!!!!
